how is it that William and Harry go by Wales and not Windsor?

Karinek, welcome to the board! Someone else may have a more extensive answer for you, but, basically, William and Harry were called Wales because their father is the Prince of Wales. Similarly, Prince William's son will be known as "Prince (Name) of Cambridge" because William is now Duke of Cambridge. Beatrice and Eugenie are princesses of York because their father is the Duke of York. And so forth.
