Why does Princess Anne's husband not wear is military uniform at these type of events? He is on active duty.

Dan, I was going to say that those not taking part in the Ceremony itself tend not to wear uniform. But then Princes William and Harry didn't ride in the Ceremony [as they aren't Colonels in Chief] but they were in unifrom. Prince William even sported the insignia of the Order of the Garter for the first time.
Maybe it is because Timothy Lawrence is a Navy man and Troopping the Colour is largely an Army event. If memory serves me right, he does wear uniform on Rememberance Sunday at the Cenotaph, though.
